The 9th Annual IPDA fly-in July 14-20, 2002, at Frederick Municipal
Airport in Frederick, Md., is almost upon us and it is time for you to
send in the registration form.
The form can be downloaded from the IDPA Fly-In web site (www.eyestudios.com/idpa). It must be
received by June 1 along with your check for payment.
You will be able to sign up for many special and enjoyable events, and
our committees and I are ironing out the final details for a wonderful
fly-in week. And, of course, we all hope Mother Nature will treat us nicely
so we can fly each day--if anyone knows how to control the weather, let
us know as soon as possible and you will be placed on a special committee.
Raffle tickets
Raffle tickets will be mailed to everyone in the middle of April because
at this writing the second and third prizes are still to be confirmed.
When this information is finalized it will be announced on the Fly-In
web site and in the letter containing the raffle tickets.
First prize will be one week/6 nights for up to 8 people at Hotel Royal
Sunset in Cancun, Mexico, valid up to one year, courtesy of John and Mary
Yeh. The hotel is located on one of the most beautiful beaches in the
world.
Its amenities include two swimming pools, pool snack bar, kid's club,
3 restaurants, 3 bars, scuba diving club, out-door theater, entertainment
and show every night, and non-motorized water sports: kayaks, wind surfing,
sailing and pedal boats. This luxury unit with beach view for 8 people
comes with two bedrooms, one bedroom with two double beds and TV, and
one master bedroom with king bed and jacuzzi. Two pop-up sofas are in
the living room. There are three full bathrooms, a fully equipped kitchen,
a living room and a dining room.
This may be your chance to experience a thrilling vacation, spending
the day relaxing in the sun while you sip chilled tropical drinks, or
maybe you'd rather just lounge around all afternoon under a palm tree--so
buy as many raffle tickets as you can to increase your chances. Once you
receive the raffle tickets and sell all of them, please return the numbered
stubs and check in the envelope provided by June 1.
If you want additional tickets along with the 20 tickets that will be
mailed to you in the middle of April, please e-mail Denise Kowalczyk at
Fly-in2002@mailcity.com. Any unsold tickets must be returned by June 1,
otherwise you will be responsible for payment. Finally, a second set of
donated items from aviation shops also will be raffled during the Fly-in
Banquet as door prizes.
Travel notes
Commercial Airports: For those members, guests, and attendees arriving
by commercial airline, the Washington, D.C., metro area has three major
airports: Dulles International (IAD) is approximately 43 miles
south-southwest of Frederick via non-major roads or 54 miles via interstate
highways. Baltimore Washington International (BWI) is about 51
miles southeast of Frederick via interstate highways. Reagan National
(DCA) is 49 miles south-southeast of Frederick.
Given the close proximity of DCA to the congestion of Washington and
the present political situation, we would recommend that travelers coming
by commercial airline use either BWI or IAD for more convenience. For

Private aircraft of course are urged to land at the Fly-in site,
Frederick Municipal Airport (FDK), 111 Airport Drive East, Frederick,

Lodging
The
Holiday Inn Ft. Detrick will be our headquarters for the fly-in. It's
at the intersection of Route 15 and US 40, five miles west of Frederick
Municipal Airport and two miles west of historic downtown Frederick and
its many antique shops. The hotel address is 999 W. Patrick St., Frederick,
MD 21702.

Special group rates have been negotiated as follows: one king bed, $75
per night (two persons) or two double beds, $75 per night (up to four
persons).
To obtain these rates, please make reservations before June 7 and be
certain to refer to Confirmation Code "DPA" when making your reservations,
or identify yourself as registering with the Deaf Pilots Association /
Fly-in 2002. All reservations must be guaranteed by one night's room deposit
in cash or major credit card.
Each room has an iron and ironing board, a coffee/tea maker, a 27 inch
color television with free HBO, and a working desk with dataport phone
that can be connected with your PC or laptop. Other amenities are a recreation
area, a fitness center, on-site guest laundry facilities, and an outdoor
pool in the courtyard.
A restaurant called J. T. Ashley's on the second floor serves American-style
breakfast and dinner from 6 a.m. to 10 p.m. Also, at the hotel is J. T.
Ashley's Lounge. For breakfast at J.T. Ashley's, all guests of IDPA will
receive a 10 per cent discount coupon for each meal.
A number of restaurants and a large supermarket are within walking distance
of the hotel.
The hotel's front desk will provide five TTYs. All U.S. citizens will
be required to show their driver's licenses at the time of borrowing the
TTYs. All non-U.S. citizens will be required to show their passports.
Each use of the TTY is limited to one hour.

Sunday, July 14
The Fly-In unofficially begins with a private members-only Ice-Breaker
Party at 7 p.m. at the Garden Cafe of our headquarters, the Holiday Inn
at 999 W. Patrick St., Frederick. Join us to welcome the arrival of your
IDPA friends from around the country and the world at this casual evening
event.
Monday, July 15
Events begin with a morning flight to Penn's Cave in Centre Hall, Pa.
(N74). We will be departing for Penn's Cave at 9 a.m, 90 flying miles
from Frederick. Once there, you can take a one-hour underground boat
tour of America's only all-water cavern. Bring your camera and a sweater.

our destination Monday, July 16/ The cavern is just a short walk from
the airport.
For those driving, it is 166 miles or approximately 3 hours from Frederick.
Pilots and passengers arriving at N74 will walk from the airport to
Penn's Cave. Flying distance is 90 miles from Frederick. We will have
lunch there after the Cave Tour. Please note that reservations are
required on the Fly-In registration form. For more information on

In the afternoon, we will fly from Penn's Cave to the Hartwood ParaCenter
in Chambersburg, Pa. (N68). We plan to arrive there at 1 p.m. and adventurous
members can do a tandem skydive after a short 30-minute class. If
you plan on skydiving, your reservation is required on the Fly-In Registration
form. A $50 non-refundable deposit is required.

In the evening, we will have the Private Official Fly-In Kick-Off
Pizza Party for members, their families, and invited guests only at
the Garden Cafe in the Holiday Inn at Frederick at 6 p.m. You can get
reacquainted with fellow IDPAers you may have missed at the Ice-Breaker
on Sunday evening and to find out the latest updates on the Fly-in's
activities for the remainder of the week. Also, money for selling raffles
must be returned to Denise Kowalczyk, Co-Chairperson, at the Pizza Party
(Note: Extra raffle tickets along with tickets for door prizes can
be sold during the week of Fly-in 2002 until the Banquet).
After pizza, the IDPA Board will meet in the Braddock Room of the
Holiday Inn at 8 p.m. This meeting is for IDPA officers, members, and
associate members only.
Tuesday, July 16
Tuesday's event will be an all-day trip to Tangier Island in Chesapeake
Bay. We will depart at 9 a.m. for the airport (TGI) (see www.airnav.com/airport/TGI/). It
is a 115-mile flight from Frederick.

Since this location is close to the Patuxent River Naval Air Station,
pilots must be careful and approach Tangier Island from the east, staying
below 3500 feet. If approach to the island is attempted from the west,
then you must first land at Crisfield Municipal (W41) in Crisfield,
Md., and coordinate your intended entry to the island with Patuxent
Naval Air Station approach (301-342-3740). This usually takes about
30 minutes.
Once on Tangier Island, IDPAers will enjoy lunch at Fisherman's Corner
on the Island (recommended: their famous crab cakes). Please note that
there is no access to the island by car, only by boat and plane. Only
700 year-round residents live on the island, which has three restaurants.
While there, Fly-In attendees can also enjoy touring around the little
village and spending time on the beach--remember to bring your bathing
suits and towels!
After our return to Frederick, our evening plans are to enjoy a 6
p.m. dinner at the Brewer's Alley Pub (www.brewers-alley.com) at 124 North Market
St. in Frederick. Brewer's Alley is the first Brewpub in Frederick County
Maryland where you can enjoy house beers as well as culinary creations.
Wednesday, July 17
The morning activity will be the IDPA General Meeting in the Braddock/Catoctin
Room of the Holiday Inn at 8:30 a.m. After the meeting, we will have
lunch at Frederick Municipal Airport at 11:30 a.m.
The afternoon's event will be the IDPA Flight Contest. At 1 p.m. we
will fly to Potomac Airpark in Berkeley Springs, W. Va. (W35), a 40-mile
flight from Frederick. For those planning to drive to Berkeley Springs,
the trip is 50 miles or about 1 hour. The contest will be for two events:
Power-Off Landing and Power-On Landing. (Flour bombing is not permitted
at the Airpark.) Each pilot who wants to participate in the flight
contest must fax a copy of his or her insurance binder or a letter of
proof of coverage stating the coverage limits and persons insured to
the Potomac Airpark manager, Bruce Ricki, at (304) 258-3500. This
must be done at least 30 days in advance of the Fly-In.
Those driving should take some time to enjoy the quaint shops in Berkeley
Springs just a few miles away.
Everyone should then plan to be back at the Potomac Airpark by 5 p.m.
for the IDPA BBQ Picnic that will be in one of the facility's hangars.
Reservations for the BBQ picnic are required and you must indicate
your request by filling out the appropriate area on the IDPA Fly-In
Registration form. The BBQ Picnic is "All you can eat buffet style"
with Southern style pulled pork, BBQ open-bit beef, choice of fried
chicken or 1/4 BBQ chicken, oven baked beans, potato salad, cole slaw,
pickles, fruit salad, iced tea and lemonade. The BBQ will be at the
largest hangar at the Airpark and the chairs and tables for the event
will be provided courtesy of Bruce Ricki, airport manager,and the Silica
Company, which owns Potomac Airpark.
After the picnic, when we return to Frederick we will go to Griff's
Landing at 43 South Market St. (www.digitalfrederick.com/host/griffs/),
for our evening Social Night.
Thursday, July 18
The morning events will start at 9 a.m. at Frederick Municipal Airport,
where members can attend a workshop hosted by AOPA on the impact to
general aviation of the events of Sept. 11, 2001. The workshop will
be at the AOPA Conference Room on first floor in the AOPA building at
the airport.
The workshop will be conducted by Michael Brown Sr., the Government
Analyst/Associate Director of Air Traffic Services for AOPA. Prior to
joining AOPA in March, 1999, Mike was an active flight instructor and
volunteer safety counselor.
Afternoon events will begin with an 11 a.m. lunch at Frederick Airport,
after which we will depart for the Bryce Resort (www.bryceresort.com)
in Basye, Va.-- landing at the private Sky Bryce Airport (no airport
code).

The Bryce Resort offers a wide variety of activities These include
public tennis courts near the golf pro shop; a public recreation area
near the Basye Post Office with additional tennis courts and swimming
pool; the 45-acre Lake Laura with a beach, swimming, paddle boats, canoes,
windsurfing, and fishing; sightseeing lift rides and grass skiing; mountain
bike and in-line skate rentals. Other activities near the resort include
miniature golf and horseback riding.
Evening plans include dinner at Bryce Lodge at 5:30 p.m. Flying distance
from Frederick to Bryce Resort is 90 miles. Driving distance is 104
miles, or about 2 hours.
Friday, July 19
The morning will begin with an 7:30 a.m. departure from Frederick to
Garrett County Airport (2G4) in Friendsville, Md., for water rafting
(www.precisionrafting.com) through the
afternoon. Flying distance from Frederick is 90 miles. Driving distance
is 128 miles or about 2 hours.
For those wishing to go rafting, we will be doing the "Power Plant
to Sang Run." Reservations for water rafting are required; please
fill out the rafting reservation area of the IDPA Fly-In Registration
form. The rafting people will pick us up at the airport at 8:30
a.m.; each bus can carry 45 passengers.
The trip, perfect for all ages as well as beginners, runs along wild
and scenic areas and is made up of mostly moving water with a few easy
class I to II rapids, and the total length is 4 miles. Just bring towels,
bathing suit, hat, sunglasses and sunblock lotion. Total trip time is
about 3-4 hours, but it can be done in less time if the water is high.
Friday evening will bring the IDPA Banquet from 6 p.m. to midnight
in the Garden Cafe of the Holiday Inn. Hors d'oeuvres will be served
between 6 and 7 p.m. at the Antietam Ballroom with a cash bar. A seated
dinner will be served afterwards. A cash bar will be available in the
rear of the banquet room.
You can choose among three entries: Chicken Piccata (boneless breast
of chicken sautˇed in butter, capers and white wine), Sliced Roast Beef
au jus (with horseradish sauce) and Broiled Flounder with Crabmeat Stuffing.
Banquet tickets are $40 per person for members, and $45 per person for
non-members. The meal also includes garden salad, vegetables, potato,
warm rolls, assorted cakes and pies, coffee, tea, iced tea, and gratuity.
Child's meal will be chicken fingers, french fries, cookies, sodas for
$15.
If you plan on attending the Banquet, please indicate so on the
IDPA Fly-In Registration form along with which one of the three entrees
you desire. We will be taking group photographs, so please wear
nice clothes, with the dress code as informal cocktail attire (no
jeans, no T-shirts, no shorts, no sneakers).
Saturday, July 20
The morning will begin at 8:30 a.m. with breakfast at the hangar of
Frederick Aviation, Inc. at Frederick Municipal Airport. The breakfast
chef named Rodney, who cooks for every AOPA fly-in event, will give
us buffet style pancakes, scrambled eggs, bacon and toast along with
O.J., coffee, and tea, courtesy of Avemco Insurance Company, for IDPA
members, their spouses and families only. For non-members, tickets will
be $7 per adult and $4 per child. Use of the hangar for breakfast has
been provided courtesy of William Caudell, owner of Frederick Aviation,
Inc. Chairs and tables will be provided inside the hangar courtesy of
the FDK airport manager, Charles Abell Sr., and the city of Frederick.
At 10 a.m. Jim Lauerman, vice president of Avemco Insurance Co., will
give a presentation on aviation insurance on the site of hangar. Check
out its website, www.ave.com.
Also in the morning, Fly-In attendees can partake in soaring that
will be offered at the airport by the Frederick Soaring Association,
www.m-asa.org.
At 11 a.m. we will have a lecture with the kids of the Maryland School
for the Deaf and there will be a kids' ride. One of the pilots, Brian
DeMay at Avemco Insurance Company, is interested in giving rides to
the kids, and is going to talk to pilots he knows that work with ChallengeAir,
a group that gives free rides for physically disabled children, and
with the local chapter of the Experimental Aircraft Association. If
any of you would volunteer to give those kids a thrilling ride, please
let me know if you are interested as soon as possible.
Rainy day events
If any of the scheduled flying activities during the week are rained
out, alternative activities available by driving can be the National Air
and Space Museum in Washington, the National Aquarium in Baltimore, Md.,
and Andrews Air Force Base in south Maryland. Many other tourist activities
are available in the area of the nation's capital.
Aircraft rentals
Frederick Flight Center, Inc. (www.frederickflightcenter.com)
is at 330 Aviation Way, Municipal Airport, Frederick, MD 21701, and has
nearly two dozen aircraft in its fleet, ranging from the French-built
Aerospatiale Tampicos to twin-engined Seminoles, plus high-performance
and complex aircraft. The bulk of their training fleet is composed of
new Cessna 172R Skyhawks, all equipped with the latest avionics. I was
told they will have two or three more aircraft in a few weeks--two 172s
and maybe another Archer or an Arrow. Take a few moments to look through
the specs of each of their aircraft below and choose the one you think
is right for you. (Prepay your reservations five hours in advance and
subtract $5 per hour. All rates are per hour, wet.)

Dual instruction is available for $45 per hour, simulator Instruction

If you wish to rent a plane for an overnight trip, for weekdays the
minimum overnight rental it is two hours per day and for weekends it is
three hours per day.
Frederick Flight Center is open 7 days a week from 8 a.m. to 9 p.m.

Become a Fly-In booster
During the 2000 Fly-in in San Martin, Calif., Mark Stern came up with
the excellent idea of a booster donation program. Historically, Mark said,
IDPA had never charged a registration fee for its fly-ins, making them
more accessible to all. Still, bills must be paid. So, rather than introduce
a registration fee this year, I invite each of you to become a fly-in
booster. The choice is entirely yours. All boosters will be acknowledged
in the fly-in program book and newsletter. Your donation will help defray
our expenses of interpreting fees, printing costs, postage, etc.
